Since 2020, police in New Jersey have shot at least 10 armed subjects after Tasers failed to subdue them, including five just in 2022. Seven were killed. Three others were seriously injured. And at least 10 police officers involved in the incidents have left law enforcement, retiring on disability.

Unfortunately, limited empirical research is available to answer these questions. With regard to suspect resistance, field data analyzed by TASER International (2006) and internal evaluations by police agencies (Seattle Police Department, 2004) place the effectiveness rate of the TASER somewhere between 80% and 94%.

Experts said there are a variety of factors that can influence whether a Taser works as desired. Baggy clothing or sudden movement can rip the wires away. The drive-stun mode may not have the same effect on some people, particularly those who are under the influence of drugs or who are mentally ill.

Data from some of the largest police departments in the nation reveals that officers rate their Tasers as effective as little as 55 percent of the time, or just a little better than a coin flip. When Tasers fail to subdue someone, the results can be life-threatening — for police, and especially for the public.

Leaders of New Jersey advocacy groups and a national police organization have expressed concerns about police overreliance on Tasers after an NJ Advance Media report revealed the weapons are failing to resolve dangerous situations in one-third of reported uses by police in the Garden State.

There are numerous reasons a Taser can fail to subdue someone. One or both of the electrified darts could miss, be pulled out or get snagged in clothing. The devices also have a less dramatic effect on the human body when fired at close range.

There have been around 500 fatal taser encounters with police between 2010 and 2021 across the country, according to Fatal Encounters. The number of annual incidents nationwide have declined since 2018 with 72% fewer fatal incidents reported in 2021 than in 2018.

The test group was a large number of officers and citizens with vastly different skill levels in both TASERs and firearms. The results were a greater than 90% hit rate at 15 feet and a greater than 70% hit rate at 33 feet. That is nearly as precise as their legacy weapons at three times the distance.

Tasers have become an essential tool for police, but how effective are they? An APM Reports investigation finds that officers in some big cities rated Tasers as unreliable up to 40 percent of the time, and in three large departments, newer models were less effective than older ones.

Strikes from stun guns "cause severe, uncontrollable contractions of your muscles, which are very painful," Dr. Jonathan J. Rasouli, a neurosurgeon with Staten Island University Hospital, said, adding: "This is what gives Tasers their incapacitating power and can stun an individual quickly and reversibly."
