Modern carry pistols are almost always designed to be carried with a round in the chamber. Check with your manufacturer to be sure, but it's a rare defensive pistol that's not designed with drop safeties and other internal and external features to prevent negligent discharges.
The basic design of almost every popular self-defense firearm made today is what makes them also inherently safe for carry with one in the chamber. Almost without exception they are equipped with redundant active and passive safeties that keep them from firing unless the trigger is deliberately pulled to the rear.
Georgia does not have ammunition restrictions.
Effective April 12, 2022, Georgia now generally permits any “lawful weapons carrier” to carry handguns openly or concealed in most public spaces without any background check or permit required.

In fact, so long as you are eligible to possess it, you may possess a long gun without a Weapons Carry License, openly or concealed—so long as it's unloaded, meaning no round in the chamber.
Firearms should be stored unloaded and separate from ammunition when the firearm isn't needed for ready-access defensive use. Clearing a Loaded Round From the Chamber
All you need to do is pull the slide or action back, and any rounds in the chamber should pop out. Be sure that the magazine is removed from the gun when doing this, as you will only be loading up another round if you pull the slide back with a full magazine.
Beyond a doubt, carrying with an empty chamber is a bad idea—so bad an idea, in fact, that it could get you killed. First of all, carrying with a round chambered is not a safety issue if you have purchased a quality defense gun from a reputable manufacturer.

Does a bullet always need to be removed?

There are many more pros to a round in the chamber. The most obvious, of course, is speed. Without a round in the chamber, it's going to be hard to draw your gun, rack the slide and fire a round on target faster than just drawing and shooting. That being said, speed will be relative to the shooter.
