Can you get more than one exotic cipher a week?
This essentially limits players to one Exotic Cipher a week if they complete the quest in the same weekly reset as Xûr. Xenology progress carries over for the next week, meaning if you're one Strike short of an Exotic Cipher, you can turn it in the next time Xûr is in town.
You only earn three Forsaken ciphers through the Forsaken Pack. However, you can still unlock Forsaken-era items by earning Exotic Ciphers throughout your play! Check out Xur every week for a quest to earn more!
In terms of leveling up Xur's Strange Favor Ranks fast, the best way to do that is to keep playing Dares of Eternity without switching to other activities. This mode includes a streak bonus, like all the other playlists.
The three currently available campaigns Shadowkeep, Beyond Light and The Witch Queen, are all paid expansions and their campaigns are not free-to-play. You can however, play the first one or two missions for free to get a taste of them, but if you want to continue playing, you'll need the full paid version.

Can you reacquire exotics Destiny 2?
Exotic weapons can be reacquired, Exotic armour can, but at a low stat total, Pinnacle and ritual weapons have fixed rolls, and can be reacquired, Year 1 weapons, most Y1 armour, and all blue/green/white rarity gear have fixed rolls, these can be reacquired but there is not much reason to.
Dismantling exotics should grant you one ascendant shard.

You can consistently get Exotic Ciphers in Destiny 2 by doing Xur's weekly Xenology challenges. The merchant known as Xur only appears between Friday and Tuesday and will spawn in either the Nessus, the EDZ, or the Tower. To get his Xenology challenge, go to the second page of his inventory and pick up the quest.
Xur: Agent of the Nine and a vendor in Destiny 2. He sells Legendary and Exotic items for Legendary Shards. He only appears on the weekends between 12 PM EST on Friday to 12 PM EST on Tuesday, and his location changes each week.

The Catalyst for Osteo Striga becomes available once you earn enough XP with the gun to reach level 10. Equipping the catalyst boosts your range and reload speed, and poison final blows return ammo to the weapon's magazine.
Completed Exotic Cypher quest disappears if you already hold a cypher and talk to Xur. There is no option to not complete quest, cypher does not go to mailbox, you do not get 2 cyphers. In other areas of the game, you either get it sent to your postmaster, or the quest does not complete, or you can stack items.
Since it does not expire, you will have to complete the one that's been abandoned before Xur will give you another one. Progress for the quest is tracked account-wide, so picking it up with one of your other characters and completing it will allow your Warlock to pick up a new one a week later.
The player must spend the Cipher at the Monument to Lost Lights before they can turn the quest in to Xûr and get another Cipher as a reward. Turning in the quest prevents the player from acquiring a new copy of Xenology until the following weekend.
