Is XUR the only way to get exotic Ciphers?

There are currently three methods for earning Exotic Ciphers: reach level 55 in the Season Pass, complete a quest from Xur, or purchase the Forsaken Pack DLC.

As of Beyond Light, Exotic Ciphers are only available from a weekly quest from Xûr, a special vendor that only appears between Friday and Tuesday. At reset on Friday, Xûr will spawn in one of three locations in the system—Nessus, the EDZ, or the Tower—and carry a few Exotic and Legendary goods with him.

You only earn three Forsaken ciphers through the Forsaken Pack. However, you can still unlock Forsaken-era items by earning Exotic Ciphers throughout your play! Check out Xur every week for a quest to earn more!

You can consistently get Exotic Ciphers in Destiny 2 by doing Xur's weekly Xenology challenges. The merchant known as Xur only appears between Friday and Tuesday and will spawn in either the Nessus, the EDZ, or the Tower. To get his Xenology challenge, go to the second page of his inventory and pick up the quest.

Don't put Exotic Cypher into the vault with DIM. The Exotic Cypher has some unique attributes which makes DIM think you don't have room in the vault. The app will empty out the vault to try to store it.

Xur can sell The Last Word. Xur has begun selling "Legacy" engrams - these will decrypt into a year 1 exotic for that slot. They have a very high preference to exotics not currently in your collection. These typically cost 36 coins.

Each week, Xûr has a random assortment of Exotic armor, one for each Guardian class, as well as a random Exotic Weapon and an Exotic Engram available for purchase. In addition to his Exotic wares, he's got a random collection of Legendary weapons and armor to deck out your Guardians.
