by Angelo M. In FireRed & LeafGreen, you get HM03 Surf from a man standing inside the Secret House in the last area of the Safari Zone. You can obtain this HM as soon as you reach Fuchsia City. You'll just need to pay 500 Pokédollars to enter the Safari Zone first.
If you want to obtain the Surf TM, you will need to head to Levincia City. This is the city home to Iono, the electric-type gym leader. It's located on the far east of the map and is the town with the large skyscrapers. You can't miss it.
The Balance Badge (バランスバッジ Balance Badge) is given out at the Petalburg City Gym, held by the Gym Leader, Norman, the player's father. Abilities: The Balance Badge allows for the HM Surf to be used outside of battle. Additionally, it will raise the defense stat of the player's Pokémon.
Following the battle, things will go a little differently than you might be used to. Clair is a bona fide sore loser, and she'll refuse to hand over any sort of prize to you for defeating her, including the coveted badge she holds.

The red Gyarados (Japanese: あかいギャラドス Red Gyarados) is a term used to refer to a Gyarados that is Shiny, which is red rather than its usual blue. According to the anime, this is due to the forced evolution; the Magikarp it evolves from retains its red color, having no time to change its scale color to blue.
Male Gyarados have blue whiskers, while female Gyarados have white whiskers. The tan fur on the end of a female Eevee's tail in heart shaped at the base, while male Eevee has spiky fur at the base.
Gyarados isn't actually a Dragon-Type Pokemon, nor does it become Dragon-Type when it Mega Evolves. Despite all of this, the leviathan maintains a dragon-like aesthetic and learns Dragon-Type moves. There is no denying how similar Gyarados is to a dragon.
Skiddo is a Grass-type Pokemon introduced in Pokemon X and Y that evolves into Gogoat at Level 32. Both Skiddo and Gogoat can learn Surf by HM in Generation Six, by TM in Generation Seven, and by TR in Generation Eight.

2 Surf. Surf is one of the best HMs all-around, both in and out of battle. The in-battle move is a 90 base power water move that allows you to hit all adjacent enemies in double battles, making it very useful in VGC.

Misty (Japanese: カスミ Kasumi) is a Gym Leader of Cerulean City's Gym, known officially as the Cerulean Gym. She gives the Cascade Badge to Trainers who defeat her in battle.
After defeating Clair, you won't get a badge. You will then have to go and surf to behind the gym to a place called the Dragon's Den. Inside you must surf around. You may encounter a Dratini every once and awhile.
Gym Leader Erika
Once you beat Erika, you get your hands on the Rainbow Badge as well as TM19 (Giga Drain). Trainers who own the Rainbow Badge can command Pokémon up to level 50.
Elm explains that there are eight more badges to get in the nearby Kanto Region, which is home to the Indigo Plateau, and then he'll give you the S.S. Ticket to board the boat that will bring you there. Fly or walk over to Olivine City's southern docks.
As a 100 percent accurate move with a base power of 90, Surf is one of the strongest and most reliable Water-type moves in the game. In older generations, it also provides additional utility as the sole way of traveling across water to explore new destinations.
