What Pokémon causes rain?
The Pokémon makes it rain when it enters a battle. Drizzle (Japanese: あめふらし Rainfall) is an Ability introduced in Generation III. Prior to Generation V, it was the signature Ability of Kyogre.
Important Abilities That Need Rain
Hydration: Cures Pokemon of status conditions like Poison and Burn in the Rain. Rain Dish: When Raining, the Pokemon will regain 1/16 of its max HP at the end of each turn. Swift Swim: Doubles the Speed stat of the Pokemon during Rain.
Zapdos - Much like Jirachi, Zapdos is one of those Pokemon that not only is very effective at setting up rain, it can make full use of it too. With the rain up, Zapdos can wreak havoc with STAB Thunder off its base 125 SpA. The 30% paralysis rate is very nice, and can cripple would-be counters.
Thankfully, Water-resistant Pokémon with decent Special Defense and good offensive prowess aren't too hard to find. Pokémon like Rotom-W and Latios have the typing to fit on nearly any team with relative ease and can slow down rain considerably.
