Why didn t hakai work on Zamasu?
Because Zamasu's immortality is based on regeneration.
When Beerus killed Zamasu in the DBS timeline, it didn't affect Mirai Trunk's timeline. Instead, they didn't have to deal with Zamasu stealing Goku's body, thus Goku Black never existed. The reason Beerus thought it would work was because he didn't not know the machinations of time well enough.
In the manga, Goku initially believes that Hakai can destroy an immortal like Future Zamasu, but Beerus later confirms it cannot.
Goku didn't used Hakai in anime so there is no episode. He only used that in manga, which is chapter 25.
Its obvious Goku doesn't have enough training to utilize hakai properly as you seen from him having to compress his ki and get his other hand to hold it in place.

They have an immunity for the hakai technique. Thats why even when Zeno told the rules of the tournament they where not scared (this was before Beerus asked about the faith of the angels). They already knew that Zeno cant harm them. In the entire series Whis and Vados have never shown to be scared for Zeno.
Because even without training or magic, Frieza was most likely the most powerful being in the living universe, as far as Beerus knew. Regardless of where Frieza stood in the cosmic pecking order, he possesses arguably more potential than anyone in the series.

Jiren's power would eventually grow to be greater than that of even a God of Destruction; however, he was not interested in becoming one and so his comrade Top was chosen to be the God of Destruction candidate for Universe 11 instead.

It doesn't help that his appearance doesn't really convey a massive power level at all. Audiences can definitely assume that he's the weakest God of Destruction out of everyone based simply on how unimportant he actually is.
As Whis carries Beerus home through space, he asks him how long he intends to pretend to be asleep. Beerus protests that he really was sleeping, though he does admit that when he told Goku he was fighting with 100% of his power, this was simply a lie in order to help draw out Goku's true power.
Zamasu cries (much to Vegito's disbelief), saying that his tears will purify the world, before powering up, resulting in him growing larger and his right side becoming more grotesque.
If you're talking manga then Kefla doesn't stand a chance as she was evenly matched with Gohan even though it made ZERO sense at all. But in the anime Kefla obliterates Merged Zamasu.
