The Ballas didn't take over Grove Street in the 3D Universe, but they certainly did in the HD Universe. Rockstar chose to tell a different story with Grove Street. It's unknown whether or not CJ is a part of the HD Universe. Of course, his absence could explain a lot in GTA 5.

1) Grove Street Families

The Grove Street Families is based on the Crips, an African American street gang in South Central LA. They are one of the largest and most violent street gangs organizations in the United States.

The Ballas are supporters of the Los Santos Panic Basketball Team and the Boars Baseball Club, with their purple attire matching the teams' colors. One of the protagonists, Franklin Clinton, is not on friendly terms with the Ballas as he is part of The Families.

Ultimately, Ryder was too ambitious for his own good

Their hardline stance against drugs meant the Ballas had the upper hand against the GSF. One can reasonably expect someone like Big Smoke to easily convince Ryder. It was a do-or-die situation at the time - Ryder could easily have got himself killed here.
